ADVOCACY



As the peak body for the civil construction industry, one of CCF WA’s key activities is proactive industry representation and advocacy to all levels of government, government agencies and other industry bodies.

CCF WA is represented on a number of state and national committees and is focused on ensuring our industry has a strong voice.

Active on the National stage

Our CCF National office regularly engages with the Federal Government to promote the views of the industry on issues such as industrial relations, workplace health and safety, federal infrastructure investment, climate change, national standards and taxation. CCF National regularly develops industry position papers and submissions aimed at influencing government policy and subsequently the operating environment of our members.

Active across the State

At a state level we are also focused on engaging and influencing government at both a political and operational level. CCF WA meets as required with ministers and senior government staff to promote the interests of the WA civil construction industry.

Advocacy is undertaken across the full spectrum of government activities such as contractor pre-qualifications, government works to tender; safety, environmental management, industrial relations, training and education, tax, planning and local government issues.

ACTIVITY REPORT 2024/25


As the voice of civil construction, CCF WA represents the industry on various standing and special-purpose committees. When doing this we are always mindful that CCF’s representatives on these committees speak on behalf of the industry. To do that most effectively, it’s important we continually engage with industry and consider all points of view, and accordingly we welcome all input.

Industry Sustainability Strategic Approach

ISSA was established to shape the future of WA’s transport infrastructure construction industry. The overarching ISSA strategic objective is to ensure the industry’s resilience, capacity and capability to deliver WA transport infrastructure pipeline efficiently and sustainably into the future.

ISSA’s objectives are being delivered by industry/government working groups that are delivering project plans for the ISSA priority initiatives. All ISSA working groups are now active and we look forward to reporting on initial outcomes in the near future.

Western Australian road and rail construction and maintenance industry advisory group (WARRCMIAG)

The main roles of WARRCMIAG are to consider the updated Infrastructure Delivery Plan, and more broadly to consult on all issues related to Transport Portfolio project procurement. 

Utilities providers services comittee

This committee brings together all the major utility asset owners including Water Corp, Western Power, ATCO, Telstra and NBN to engage with CCF, Main Roads, PTA and other stakeholders. One of the primary functions of UPSC is to maintain and update the Utility Providers Code of Practice, the ‘rule book’ for anyone undertaking underground works in public road reserves. However UPSC is also a valuable forum for many other related issues. 

Temporary traffic Management for Works on Roads Advisory Group

This group, convened by Main Roads, consults on the Traffic Management for Works on Roads Code of Practice and other related issues. 



RECOVERED MATERIALS STAKEHOLDER REFERENCE GROUP

The Department of Water and Environmental Regulation’s Recovered Materials Stakeholder Reference Group advises on developing a new legislative framework for recovered materials. The intention is to ensure this legislation reduces barriers to the production and use of recovered materials, rather than creating unnecessary regulatory burden.

Urban development advisory comMittee (UDAC) & the UDAC Technical SubcomMittee

Through the UDAC committee and the Technical Subcommittee, Water Corporation engages with industry on improving processes associated with its involvement in land development activity. This includes ongoing consultation on the Developers Manual, Design Standards and technical guidelines to ensure processes and documentation are efficient and current, plus many other issues including procedures and standards around asset inspections and acceptance.

Water Corporation Contracting Industry Advisory Group (WC-CIAG)

Through this advisory group, Water Corporation consults with industry on matters related to the procurement and delivery of its capital works projects. 

Construction Industry Strategic Group

The CISG is an advisory body which provides advice and recommendations of a strategic nature relating to skills formation within the construction industry to the Construction Training Fund.

Infrastructure WA External Reference Group

The primary objective of the Reference Group is to ensure that industry is kept informed of the progress of IWA’s functions and outputs, and to provide a structured forum for input on strategic matters, to support development of the next State Infrastructure Strategy  and IWA’s other function products and advice to Government.

BUILDING AND CONSTRUCTION INDUSTRY REFERENCE GROUP (NATIONAL)

A forum of construction sector industry groups and unions convened by the Fair Work Ombudsman (FWO). The Reference Group’s role is to provide advice and information relevant to the FWO’s work in the building and construction sector, and allow ongoing dialogue with key stakeholders and an opportunity for them to provide advice and feedback to the FWO on workplace relations issues relevant to the sector.

NATIONAL CONSTRUCTION INDUSTRY FORUM (NATIONAL)

The Forum's role is to provide advice to Government on a broad range of issues relating to work in the building and construction industry including safety, workplace relations, skills and training, industry culture, diversity and gender equity, and productivity.
